In 1995, the government of Yemen issued a Presidential Legislative Order outlining the rights of workers. Some holidays commemorate the history of Yemen – National Unity Day, Revolution Day, National Day and Independence Day. Other holidays reflect the Islamic beliefs of Yemen’s citizens – Ramadan, Feast of the Sacrifice and the Birth of the Prophet Muhammad.

The order specifically addresses the obligations of employers to insure that all citizens have the opportunity to observe the holidays and participate in the activities surrounding them.

The Presidential Order includes provisions for the rights of workers regarding national holidays. Article 78 states that workers are entitled to leave with full pay on all official holidays. Yemen is an Islamic society, hence Islamic holidays are observed closely. Article 71 highlights that during the month of Ramadan, all workers cannot work more than 36 hours per week.

For every year of service, workers in Yemen are entitled to no less than 30 days of leave with full pay. Article 79 of the Order states that leave entitlement are calculated based on 2.5 days for every month.
